In November 2025, the Government called for public submissions on the Land Transport (Revenue) Amendment Bill. This bill seeks to ensure that key revenue tools effectively support a user-pays basis for funding land transport. It would do so by:
- creating a more flexible and responsive tolling framework to support investment in roading infrastructure
- modernising the road user charges system, and remove barriers to the future transition of all light vehicles from fuel excise duty to road user charges (RUCs).
Drive Electric supports the modernisation of the RUC system, particularly the shift towards a digital, electronic-led regime. However, we are opposed to the long-term intent to implement a purely distance- and weight-based regime without an emissions component. We believe such a system risks penalising electric vehicles (EVs) for their battery weight and removes the efficiency incentives currently embedded in the fuel excise system.
Drive Electric lodged a written submission on 7 January 2026 and appeared before the oral hearing on 2 February 2026.
